Previously, there were multiple regulations in place that determined the percentage of visible light transmission (VLT) in each car mirror. The VLT for the vehicle’s primary windshield is 70%. On the driver’s side, the left and right mirrors are both set to 50%. Finally, just 30% of the vehicle’s rear main mirror and rear passenger side mirror are set functional.
The new JPJ tinted mirror regulations took effect in May 2019. The announcement issued by YB Loke Siew Fook, Minister of Transport, about the revised standards for the specifications of film coating or darkened mirrors on motor vehicles best summarizes this. He claims that it is a modification to the 1991 Motor Vehicle Rules (Prohibition Regarding Certain Types of Glass).
New JPJ Tinted Mirror Regulations For Motor Vehicles Starting May 8, 2019
In order to serve as a guide and a point of reference for drivers, we share MYsumber’s article on the new dark mirror rules established by JPJ beginning in May 2019. The percentage of visible light transmission (VLT) for each automobile mirror is described in this new regulation.
Implementation The new JPJ Dark Mirror Regulation will go into effect on Wednesday, May 8, 2019.

JPJ's New Dark Mirror Rules
- This new amendment permits a VLT with no percentage rate limit on the tinted glass layer of the passenger-side rear side mirror and the rear main mirror of the vehicle. The requirement is that the car must have side mirrors (also known as rearview mirrors) on both sides.
- The VLT for the driver’s side right mirror, the right side mirror, and the front mirror remains the same as previously.
- The regulations for automobiles registered for goods and public transportation, however, differ. Only visible light transparency rates of at least 70% are permitted.
Application of Exception
Whatever the use of a darker film or glass layer, anyone is permitted to submit an application if they wish to use a darker mirror. Safety or health considerations should be mentioned in the application’s justification.

- Those who have been given permission to use darker glasses for their car glasses must re-apply once the validity time has passed. Each application will also be assessed the same fee.
- The applicant must acquire written confirmation from a government medical expert before submitting an application for an exemption based on health considerations. They won’t be assessed any fees if they do.
